FIX: Survey - Drag select text outside of modal should not close/lose changes

When I am adding a survey, I'll often re-think my wording and want to edit. So I'll drag to select the text, and I often will have the cursor leave the area of the survey modal when I let go of the mouse button, and when I do I'm punished for it!

The survey auto closes, I lose all of my edits, and worse, when I reopen the survey modal not even a draft of my edit remains and so I have to start all over again!

This feels bugged/broken, and I think the expected behavior should be that the modal would ONLY ever close when either the Update, Delete, Cancel, or "X" buttons are used.
