Public team managed boards

I’d like to make a public board that is managed by a team. The use case is that only 1-2 people will actually configure/modify the board while 10+ people will be consuming the board. I don’t want each of those people to have to create an account but I also don’t want the board to be publicly editable.

It also seems odd that association with a team is coupled to visibility. I should be able to choose visibility independently of team ownership.
